On 21 and 22 September 2011  DECP special advisor Rogier CHORUS gave a seminar on capacity building for the Mongolian Branch Associations (BA) in Ulaanbaatar. Representatives of 25 BA’s attended the 4 workshops on governance & internal organisation; attracting & keeping members; communication & lobbying; and labour relations & wage negotiations. The seminar was opened by President Nyamsambuu, who received a copy of the 2010 collective agreement concluded in the Dutch metallurgical and electric industry. Representatives of the construction and food industry, together with a MONEF representative on industrial relations, made presentations on the actual situation in Mongolia.

 There is a strong wish for the Government to delegate or privatise activities like vocational training, and to provide for more objective tendering procedures.

The link between MONEF and the BA that is currently informal, should be strengthened: this was one of the seminar’s objectives.

A first discussion was held with MONEF on future cooperation: issues like SME facilitation and vocational training will be developed for 2012.
